Community colleges have been dealing with an unprecedented phenomenon: fake students bent on stealing financial aid funds. While it has caused chaos at many colleges, some Southwestern faculty feel their leaders haven’t done enough to curb the crisis.

How are so many ID's faked?

I dont get how this system works, dont the Universities require you to pay a student fee beforhand and you send them all your information after that, so you get a Studentcard or sth? How do you register in these colleges, do they just write an E-mail?
