Post revolution bloodletting can't possible get all the responsible people, so setting up a system to find, judge, and carry out justice on these people seems appropriate. There just isn't a wall big enough for every blood soaked stooge.
also I would like to point out that institutions perpetuate themselves so setting up an institution to round up and kill people en masse is not the first thing a new society really ought to be doing
