You can also buy them from pirate space stations.

Also find them in "suspicious package s".

Pirate space stations are a thing? Where do you find them

Most star systems are Gek, Korvax, or Vy'keen.

Some are abandoned and have a derelict space station. Some are uninhabited and have no space station. These appear as white on the galaxy map when filtered by race.

Some are pirate star systems, if you have an economy scanner (or conflict scanner, I forget which) they will show a skull when selected in the galaxy map.

Enjoy!

And I hear in Echoes they released a new robotic race

Yes, the autophage! They exist beside the other races. I e. There are no specifically autophage start systems though.

I don’t remember which scanner contributes that statistic, but it’s listed in the conflict section of the map tooltip, from what I can tell.

Yep. There is a mission you can follow that leads you to a pirate system.

I found one randomly.

Illegal upgrades are a bit of a crap shoot. The best ones are a little bit better than the best S-class mods, but they have a lower floor, so the odds of rolling a max mod are lower overall. If you are willing to grind, buying out Pirate systems and ditching the duds can leave you with some pretty boss mods. For example, the one you got there, can spawn at something like 10-8-6-9% increases (I'm not sure you can get 10% for all 4?) Illegal mods can also get you 250LY hyperdrive mods, 20% Agility, 15% damage for ship weapons...
