Typically a G-man means a government man (the usage is American and usually referred to a Federal agent). I don't know the game you are referring to though so this could be wrong.

If you spawn a Gman npc in Half-Life 2, combine soldiers will be hostile towards him, so I don't think his employers are affiliated with the Combine
