I don't believe "fully" means what you think it means. If you loan me $100 to be fully repaid, I'm good just giving you $30 back, right? Cool cool. Send it right over.
IMO adventure modules aren't a part of the game system. The game system is completely open. The adventures are extra. But even the mechanical content introduced in those adventures like unique items and monsters are made open.
