Does that graffiti in the background just say "people"? I don't get it.

Edit: Maybe "штатские" was too long, and they figured this would also be understood as "civilian people, plz don't shell"?

Possibly communicating the idea of "occupied by people" as opposed to "empty and safe to shoot at if need be".
