Tbh, I think it takes far fewer to kill them all. That said, we gotta have some kind of public safety system to replace them anyhow, so we may as well just whip them into shape.
Nah, if you don't have that level of buy in then all you've done is start a war and divided everyone. You're forgetting that they get to recruit new people too. You need enough buy in that they couldn't replace their losses. Which is generally going to be a super majority.
