Whatever drug is used will get a reputation, even if it has legitimate, essential medical uses. You also have to convince the suppliers that it's okay, and that's a tall order even in the US where medical ethics don't exist; no company wants to say 'our insulin kills people', no matter how much you've dehumanized the people or state that you're using extreme dosages to achieve the effect.
