Or just... Ya know... Go outside and take a pic of the city if you live in prague. Publish it under CC and done.

Im sure there already are plenty CC pics of prague. Whoever decided on those pics was just lazy.

Well yeah. Theoretically. But... Nobody has done that. Why wouldn't you just offer some other image? I suppose because it isn't as simple as you say, plus nobody cares enough.
