Fines should be proportional to income to be effective.
What happens if someone doesn't have income, but is still rich?
Caveats will always exist, no matter how elaborately one words a law.
Absolutely but we need to move in the right direction. A 10k rupee DUI fine for someone making 5 lakhs a month is hardly a deterrent.
