I've noticed that where we could previously hold a power button for ~3s to shut down devices, now they're more like 8-10s. I work in IT and every person who calls and says they couldn't shutdown their computer has the same outcome: I tell them to watch a clock or watch for ten seconds while holding the button. Works every time. Super annoying after people were trained for over a decade and a half how this should work.

I remember doing IT in 2002(ish) and the mantra was "hold the power button for 8 Seconds, like that movie with Luke Perry."

It seemed to vary how quickly they would shut down, but I remember (and it's been 20+ years so the memory is vague, and I'm not immediately finding any supporting evidence) this being considered some type of international standard?

No, I don't think it's an intentional standard. I think it's just the way the current moved throughout the industry. I don't pretend to know how to explain why.
