So somebody murders this Nijjar fella somewhere up near Vancouver. RCMP must have got some clear evidence it was an assassination by India. Cut to ... Canadian Prime Minister Justin Trudeau goes to India for the G20 and tells Modi that his country doesn't appreciate that. Now this. Have I got it right so far?

I think you are right, but Trudeau, I believe, didn't say anything until he came back, if he knew ahead of time. I could be wrong but I don't recall him saying anything while there.
