Maybe I'm missing something, but what part of this is fascist propaganda? It looks like a 4chan meme, but of there's any fascist dogwhistles in there they're going right over my head

The meme is a parody of ahistorical fascist drivel.

It generally goes hard times create strong men, strong men create good times, good times create weak men, weak men create hard times.

Ah I see. Weird how they manage to put a fascist message in an otherwise funny meme about chicken nuggies. It really is a dogwhistle then. Unless you know the material it references, it's just a funny meme.

Frenworld was one of the bigger cutsey fascist communities on reddit, coming from 4chan. Any time you see "fren" Memes it's a pretty glaring red flag

Ohhhh sorry, I was half asleep when I made that comment and missed the dogwhistle, this is in fact fash propaganda. I originally thought your problem with this was the use of pepe. Sorry for the confusion 🥴
