They have chosen vodka instead.
No logistics = no booze
This is what smart militaries learn, and they go to any length to protect their supply lines for that reason
99% this is why the Tu-22 used ethanol for coolant. If you do your maintenance properly, you get free booze after every successful landing.
Or the systems that need to be cooled don't function because some one drank the coolant.... guess which one was more common.
