During the past ten years, the Swedish constitution has been amended nine times. That's what I call a living document.

In what way? Sweden is a thriving democracy, even the (American) Freedom House rates Sweden 17 points higher than the US in their Freedom in the World report. Our system of government is very effective; it has passed 575 laws already this year (actually the current government is quite ineffective but whatever).

If something needs maintenance that frequent, it must not be very good.

Sweden just happens to be very proficient at doing the maintenence.

Look. The needs of the people change. I do imagine you realize that today's society is extremely different from that of thirty years ago. Not only is the information society extremely different, requiring different handling of free speech, the core values that society wants to protect evolve -- for instance, a paragraph has been added in the Swedish constitution ensuring the protection of nature.

Too much evolution leaves you at the whims of whoever is in power though.

Nah, in order to change the constitution the parliament has to vote yes twice with an election in between, and the Swedish people are well informed about the activities of the government and have many different stances to pick between, so practically it is decided by referendum.
