There have been several failed attempts to turn the site of the massacre into a space that honors the 49 people who were killed...

I'm glad. This article doesn't really get into the details of how and why it's taken this long to do anything substantial with the site but I'll just say it's complicated, and it's good that all the parties involved seem to have negotiated something that pays respect to the lives lost that night.
