Hot Chocolate mix is probably burried in the storage room behind layers of athletic equipment. OP probably asked in Aug-Sep or May+.
If they were in a long line I would tell them to get fucked as well. High school concession staff isn't payed enough to deal with that.

They said payed, not paid. So they're taking about being covered in tar, or given slack.
Depends on the district but yes. They should be getting at least minimum wage, so 7.25 per hour.
If your district is running on a volunteer basis I'm surprised they have staff.
Anyone 16+ is hireable and highly contested due to their low pay. Walmart or any national brand will pay them so they have no reason to work for the district for free.
