I actually have no idea how to solve this issue. Maybe a government buy-back or something? I can see pig farmers doing the same thing if we ever succeeded on that front.
Government buy back will cause a cobra effect.
Not if it's done one time.
The real issue then is what to do with 2 million dogs.
No doubt the ban does not cover dogs that already exist.

Pay families to adopt one dog by giving them all the support they need to care for and love their rescue pet.
Every family adopts a dog
