So the workers of NordPost aren't allowed to participate in this strike? Doesn't seem right to me to take away this right from them.

They absolutely are. Transportstyrelsen are the ones who need to find a way to deliver the plates or face fines. PostNord may be state owned but it's still run like a company and the workers are union members.
