I'm almost certain I've seen this on Steam (I think it's on my wishlist) - but I think my brain is just combining 5-10 different "80s style synthwave car racing" games.

Sadly these are all either not synthwave or tiny projects that just aren't really good. The real deal is Power Drive 2000, but it never released.
