Since RTD is a big fan of old Who canon, I'm betting he's doubling down on the Doctor not being from Galifrey, and having at least a dozen forgotten incarnations before 1. It's technically already been canon for almost 50 years, but it's been considered a canon error for most of that time.
I need to watch Jodie's run to put some of this in context.

The extra incarnations are originally from a Tom Baker episode "The Brain of Morbius". It's a few throw-away moments where a lot of extra faces of the Doctor are shown, besides the 4 that the Doctor is aware of.
It's long been considered a continuity mistake, since implying that Baker might be incarnation 10 or so (of the allowed 12) wasn't a big deal when they didn't expect the show to run so much longer.
Later on, Peter Davidson, (5th Doctor) apparently confirms the extra faces as a continuity error when he oughtright says that he has regenerated exactly four times. (In "The Five Doctors", if I recall correctly.)
In the relevant episode in Jodie's season, the same clip from "The Brain of Mrobius" is re-run as an Easter egg for fans who caught the previous "continuity error". Making it no longer a continuity error.
