While good for now, he wants the legislation to go back on the drawing board to make it more bulletproof for the inevitable court battle. This is a break in the fighting. We didnt win the war.

This is the main problem. The story directly addresses his motivations, while the hed actively contradicts what's actually going on.

We do love a feel-good end of year win so we can hang up our hats. The headline lulls us but the article contains the alarmbell.
