The russians are probably building new ones all the time, but I'm pretty sure they're running low. Especially on tanks and APV. I can't imagine them building more tgan 10 of those combined per day. Especially with so many capable workers being sent to die on the front lines.
Refurbishing T-62s and even T-54s too so yeah the quality might not be there any more.
Just look at those chinese "golf carts" or that attack with quad motorbikes, such protection...
It smells URSS corruption; some guy has to send over 1 tank a day, so as he's ben using up the funds for years, there are no more modern tanks to send, and he can't just magically make them 100 times faster (without money too) so he paints a T-90 on the side of the T-64 and sends away two of them clearly stating there are no less than 5 T-90s on the train shipment. Who knows what might happen during travel eh! On the recieving end they have to do with what they get...
Drawback for him is he's going out the window if he's doing it too much ofc.
