win10/11 zip files... how to include empty folders? (moist.catsweat.com)

im trying to wrap up a minor process (small dir tree of crap) into a zip file for use by others, but microsoft has decided zips shouldnt include empty folders? wtf?

has it always been this way?

Wanted to recommend 7zip. Windows still doesnt have their shit together
