EU here where listed prices include the tax in most cases.

In much of North America not only are the taxes added after; they usually don't count towards discount values.

$39.99 + tax is still considered below that $40 bar.

Taxes usually don't count. They know what they're doing with these scams. They want you to have to purchase something else that you don't even need.

Taxes are applied after on most sites so no free shipping.
