I thought states could choose to ally themselves in any way they wanted and this shouldn't be construed as provocative?

Agree. Although this was about an exercise on nato borders rather then a state joining China.

It is still in international waters. So tough shit. While it being done on nato borders during an important nato conference. Again tough shit but clearly China trying to make news.
