Many UK universities are also massively reliant on overseas student fees, after decades of being forced to operate as businesses rather than their traditional function of upskilling the workforce, driving innovation and research.

Not speaking soley about the visa thing, but UK seems to be seriously messed up. They are no longer the same attraction they were 20 years ago. Socially, culturally, academically, policy wise, the vibe that comes off of them is negative. I think they are hell bent on not changing with the times, pivoting and making drastic intelligent decisions. Not taking anything away from the tech innovation center London still is. There's just some deep rooted rigidity that's keeping them from moving forward.
