Does Time Machine backup connected cloud files such as OneDrive or Google? Or does it only backup my local folders?

Time Machine backs up the files on your disk. If those cloud drive files are not stored locally, they will not be backed up. Even if they are stored locally, they may be excluded from the backup. One way to verify if they are being backed up is to navigate to the folder that they are in and launch Time Machine. If you can't see older versions, they are not backed up.
