Kind of. There are some teams in Le Mans, for example, that aren't entrants into F1, and vice versa. The only teams of whom I'm aware that entered both are Ferrari, Alpine, and Audi.
Yeah but you'd think it would have happened a few times before WW2, when the motorsports scene was quite different
