Eh, I think it's just a general feel-good stuff. It's not just westerners, after all. Judging by the nickname I'm guessing you're from Russia or baltics? Then you likely recall the wank around Putin allegedly doubling the GDP in the early 00's

well, the putin government is a liberal one and was quite cozy with the west back then. while there was some recovery in the 2000s the only "achievement" he had at the time was being less terrible than yeltsin...
