It's social housing in Singapore. Though it's an atypical instance of social housing (at least for a socdem country), most people in Singapore live in a social housing flat. You'll need to read up on how the system works if you want to know more. It's called HDB. It's going down in the last 10-15 years, but in 2005, 89% of home owners owned their house through the system.
Might be Pyongyang, but not entirely sure.
The color palette makes it look like something from the DPRK but as another commentor stated, it is from Singapore.
