We are a stupid neural network trained to detect fertile partners of a specific sex. Ever wondered why so many girls try to oversaturate, say, their naturally ever so slightly brighter lip color? Everything mass beauty industry does is taking male/female characteristics and dialing them up to eleven.
All to make our mating radar detect the gender from as many yards away as possible.

Obviously there is no one easy explanation here (as you can see by all the different responses).
I think evolutionary factors play into a general affection people have for boobs. They are humans first source of food and with it an extremely intimate contact. Also on a "birth readiness" perspective Boobs on a woman suggest that she can feed a child (just as wide hips suggest she can bear one).
There is something to be said about culture. Since boobs are considered "sexual" they have to be covered in "decent" settings (see also discussions about female presenting nipples on social media) which simply adds to their sexualization.
Also, in my sexual experience (Bi male) nipples and breasts (boobs/man boobs ...) are erogenous zones so playing with them (touching/pinching/kissing/biting...) actually is arousing thus they are "sexual" parts.
Thats just my two cents.
I try to avoid paying them any attention unless someone wants me to look at or touch them thanks to the implication. Most of the time it's just a place where I shouldn't look, so it gets a little awkward in my head when someone has on a graphic tee that I want to read or look at.
Something to work around most of the time, but then can make a partner happy when they are appreciated as themselves when vulnerable enough to bare that much, which adds a little special dynamic that gets the brain chemicals doing their thing.
All creatures, including humans, possess instinctual knowledge. This is stuff we are born with. For instance: fear of snakes, or estinating how much protein is in our food by taste. Some of our instinctual knowledge is about mate selection since procreation is a very important goal for a species. We use our nose to detect if others are a good immune system match, and we use our eyes to see if they are sick or unhealthy and also assess their ability to nurture children. That last part is where the boobs come in. They make breast milk and so they are a feature that gives pleasure to see. There is no choice about it. We like what we like because of our genetic programming.
As it turns out, I don't feel attracted to boobs, I just feel like I should have them. Can't help ya here chief
Sexuality is complex and can occur in almost any circumstance. Rule 34 much?
People get off on watching people pop ballons with their ass. Or sitting on pies. Boobs are a fetish, mainstream as hell, but a fetish none the less.
I think it just goes back to two main things. Being breast fed as a child, you grow to depend and love on the boob, so it's kind of baked into our genetics to some degree. Secondly the Church basically sexualized boobs and are considered taboo private parts most people aren't supposed to see so that gives it some sort of allure that you're seeing something your not supposed to, which in American culture is pretty much the norm. Think of how ankles were such a thing to flaunt not that long ago at all. Some cultures just outright don't care about boobs and just let em hang out so I really just feel like it boils down to culture for most of it.
Past all of that, and personally, a nicely resting boob is just a great sight. Something about the curves and seeing the body in its natural form idk. Also, squishy, they're great to just have a hand on and give a good squish every now and then.
I don't think there is an intellectual answer because it is not an intellectual desire. There is nothing cerebral about the process it feels more limbic. We like them because our bodies demand it. There is no rational reason, there is nothing to understand except our biology. You are not missing the point or not seeing what we see you just don't have the same biological response.
My brother in law thinks cilantro is super gross, it's so bad that he won't go into certain Mexican food places because the smell is so appalling. Personally hardly notice it at all. I see his reactions and they align with the things I already know to be true about his situation but I just don't feel the way he feels. I know how he person feels but I will never truly understand the sensations.
All that to say we just think they are nice.
To me my physical attraction to women is:
face > weight > length > waist/hip ratio > Breast shape > nipple shape > size of nipples/boobs > jiggle.
I'm not attracted to a woman that has the body of a regular rock,
lamppost or dishwasher or I'd be physically attracted to those things.
So the way your body looks is very important for physical male attraction,
but I would say that the bar currently is low for male attraction in general.
I don't think breast shape is ever a deal breaker for the vast majority of men,
at least not for me, but it does bring in attention.
They're at chest level and can take up a good portion of the body,
so they're quite difficult to ignore, especially if they're large.
The right size is only a small bonus and the bigger they are, the more attention it brings.
Jiggle also brings more attention to them, but size is more important
as it (falsely?) implies easier arousal.
They're also soft, thus very kissable and there's nipples on them that can indicate and entice arousal.
Given that large areas of the world do not see breasts as sexual, it's hard to avoid the conclusion that breasts are erogenous because our society has said that they are, rather than any innate characteristic.
When I lived in Africa, women and girls had no problem exposing their breasts, but would go to great length to keep their thighs covered.
A large part of it is what part of a woman's body is objectified by society at large. There were times it was ass. Times it was hips. Times when women had to cover their ankles. Now it's breast, but it's all good to me.

i wouldn't say i like boobs. I don't go out of my way to look for them. for me, its about if my partner finds something pleasing during a intimate moment.
