Is there any indication this marks a change in policy? I think this is simply the true rulers of occupied Korea affirming they don't intend open conflict, not that they're anything less than hostile towards a democratic Korea.

I think it may be a split between the US and the national bourgeoisie who are realizing that they don't want to be Ukrainianized.
