My theory. Try to think about it on your own first though.

Theory

He's a black antiwar activist who wanted to put up a political poster but got stopped by police and ultimately died in their custody so they tried to cover it up with a bullshit story. Very intriguing piece though.

We may never know the truth. If this is the case, the internal affairs are probably in on it.
