This EU directive is formed to counter big walled gardens, like WhatsApp system. Signal could request interoperability, but isn't interested, because it would lower security of conversations.

I believe WhatsApp, FB Messenger and Google's RCS are using the same encryption protocol (TextSecure) for key exchange, but the platforms aren't bridged as far as I know.
It will likely require a bit more work for the platforms to be interoperable.
If you read something to the effect of "Signal and Telegram can communicate," it was probably in relation to the Beeper ~~disaster~~ app. I wouldn't recommend that, because their entire gimmick was collecting all your messages on their servers for your convenience, defeating the whole point of Signal's encryption.
