BBC article giving more information https://www.bbc.com/news/world-asia-67920532

Why does the order of the parties in the key change for each year?

Because the candidates get assigned a number at random before the election. The key is just sorting the candidates by their assigned number.

So why is the KMT so popular in Miaoli? Otherwise this would basically be a straight urban-rural split, with just a bit of ambiguity in the capital.

These parts people care more about “their guy” than about ideology or partisanal politics. Their guys happened to be with the KMT.

Well, that's not an uncommon story around the world. Is there history around the KMT in Miaoli specifically?
