I bet some very lucky American contracting companies will be hired to assist in this monumental task. Maybe even contracting companies associated with US politicians.

or maybe the next door Egyptian company arab contractors.

They will do the work. Some international management company will get a contract to manage the contractors and scoop up 10% off the top.
