Google still isn't letting Play Store apps use RCS, though.

I don't see any F-Droid apps using RCS either, so it's clearly not just because of Google's play store limitations.

RCS is a proprietary standard. You would need to be licensed by GSMA to use it.

I thought that was just to get the Google addons like encryption? Is the whole protocol proprietary?

They have internet. So you can already email people on the ISS, if you have their email address.
