Because they're on the security council and they're still powerful enough to do their own thing.

That's the problem with the security council. They've been using their veto to spit on the world community since the UN's inception.

The Kremlin got shells and rockets for their barbaric land-grab and genocide in Ukraine, North Korea got cover in the UN and tech knowledge.
