I think Civ3 was the last where you could do this due to the crazy rng, and maybe even in the 4th as well.

You have indeed been mishearing it, since the lyrics say cats.
The target for 50m distance is larger than the one in the picture, also they don't use air rifles for that.
The distance for air rifle and pistol is 10m
The distance in archery is 70m
Biden mixed up Zelensky and Putin in his speech.
