As one of your neighbours to the North, I've seen this happen within my lifetime as well. Ironic that the Matrix predicted the apex of our civilization to be around 1999. It's quickly coming true.

When I was a stoner many moons ago, I used to leave money in random pockets, anything from $5 to $20. A few days later, when I was stoned, I would be looking for something random in my pockets and would find the money. This was the face I would make when I realized I had cash for a bag of Cheetos.

Universal suffrage would be under direct attack if such a thing were imposed. However, it would make more sense for people who wish to run for public office to have such a condition, with allowance made for relevant life experience in lieu of a formal education.
