I tried a GPS app with wi-fi and it wouldn't work without SIM card installed or phone service.

I wonder if the reporters appreciated asking questions to someone who can stay on topic explain the answer and form whole sentences.

I'm interested in using Vespucci app to help contribute to OpenStreetMap but I do not have cell service, I don't have data or GPS, it's wi-fi only so no working GPS.

I can't figure out how to use Vespucci with a offline phone when outside.

I will second the others that only suggest Signal or a variant of Signal like Langis or Molly. Everybody has each other's phone numbers, go with Signal so people don't need any other contact information.

100% of everything Biden did was a scam. 100% of every statement from Biden government officials was a lie. Pick any topic or subject at random, the Biden government lied to you.

Digital ID's is all fine, no problem,..IF the server source code is published publicly with reproducible build capabilities, and app source code is released publicly for a reproducible build of the app so the citizens can see where people's information is going and what level of encryption is implemented in the serivce, otherwise there is an ulterior motive behind it.

If government released all of their server programs under AGPL3, people would help tighten up their security and the citizens would have full faith and confidence government services. I say AGPL because that specifically addresses servers, GPLv3 does not impact servers.
