Russia started limiting youtube speed after google refused to take down certain content they wanted them to take down. So Vlad got pissed and wanted to ban youtube entirely, but slowdown was a first step. Google just decided that two can play this game. Don't assume good will or anything they probably just decided it cuts into their revenue

Ukraine made it clear to Google that siding with then was more likely to be beneficial than siding with Russia. What changed is Ukraine successfully invaded Kursk
