Who would enforce the zone? Israel?
No, the US. Or NATO more generally, if we could get them in on such a thing. As we did with Libya.
That's a pipe dream as diplomatic relations go right now, though. And it's unlikely to ever become realistic - I suspect if over the next few decades things soured between the US and Israel, isolation would be more likely than action.
