This story is annoyingly short on details. This is all we get:

When Lily was eating pizza at a restaurant with her mum and older sister, a paraglider "came from nowhere", Ms Logan said.

How did that happen? Did the paraglider crash into the restaurant? Were they sitting outside? Where was the restaurant? On the beach? Near a big cliff?

Probably outside, yeah. Do any of those details really matter though? You'd usually think the paraglider would have some sort of insurance that would cover these bills though. What happened to the paraglider? Why did they crash?

Everyone processes trauma differently. Personally I might be laughing and drinking because otherwise I'd be breaking down.
