How do I follow someone on bluesky from Lemmy?

Unfortunately you can't follow users on Lemmy. On Kbin, Mastodon and others, you can follow Bluesky users through Bridgy Fed but they must opt-in first by following @ap.brid.gy (which very few people do)

Bluesky uses AT Protocol and Mastodon uses ActivityPub which makes it impossible to federate. Bluesky does allow you to host your own servers though, so you can consider its own fediverse.
