Figures. Let that be a lesson to everyone. They will always do everything possible to not actually pay out reward money. They are greedy liars, and will behave as such in all of their dealings.

it seems because the reward would not cover tips made through 911 because they are stingy like that and have a bunch of rules tied to the reward.
