Agreed,

I think it worked before Musk because it didn't used to require login and it was a (relatively) benevolent player in the internet realm before the buy out. And government is reluctant to change. We are now seeing the consequence of a divided internet ecosystem driven by engagement/money rather than for the good of the people.
