No, he didn't. He looks completely different to the guy on the CCTV, and the ghost gun they planted on him doesn't make any sense to have been carried across state lines in his bag.

Only thing Luigi is guilty of is liking hamborger

Really. One thing about a ghost gun is that you can dispose of it and not worry about being connected to it. So why keep it if the reason you had it in the first place is that it can’t be traced to you. However if you want to frame someone, a ghost gun can be used because it could be anyone’s.
