They "technically" can, but the system is designed so no ID, no permanent address, no voting, they will find a way to make it nearly impossible and most homeless people don't have the means to find the poll stations etc and navigate the system that was designed to defeat them.
I mean. At least in my city there's signs that get posted all over the neighborhoods for polling places.. I mean.. it would be hard to ignore it..
But I do get your point.
